New Regulations and Mandatory Certification
Many of you have received a memo from the Dept. of
Pesticide Regulation (DPR) in which they informed
you the beginning January 1, 2006, pesticide
applicators working in three commercial categories
will need to be certified in those categories
regardless of whether or not they use Restricted Use
Pesticides (RUPs). (Others of you may have been
aware of these impending changes through other
routes.) Until now, only Category 7 (Structural Pest
Control) and Category 11 (Aerial Application) had
mandated certification. Certification in all other
categories was and is dependent on the use of PUPs.
The three categories now also having mandatory
certification are:
Category 3
- Turf and Ornamental Pest Control
Category 5
- Aquatic Pest Control (in SC this is essentially
all aquatic weed control)
Category 8
- Public Health (in SC this is essentially all
mosquito control)
These new requirement are in the new regulations of
the South Carolina Pesticide Control Act. These
regulations were passed by the SC Legislature in May
of this year and go into effect January 1, 2006. You

The new regulations specify what tasks within a
category require an individual to be certified; in
some situations individuals in addition to the
applicators must be certified.

The memo you r(may have) received from DPR, and the
information found on our Pesticide Information
Program web site pages (above), should provide you
with what you need to know should you be contacted
by applicators with questions on the new mandatory
certification requirements. Queries for county
agents are most likely to come from those
individuals who work in turf and ornamental pest
control, Category 3.
As most Extension agents deal strictly with Private
Pesticide Applicators, or to only a limited extent
with Commercial applicators, some of you may not be
